Introduction
British parliamentary papers are similar to United States congressional publications-they document the lawmaking activities at the national level for the United Kingdom of England, Scotland, Wales and Northern Ireland. Like the US Congress, the British Parliament is divided into two houses. However, this is where the similarities end. The House of Lords and House of Commons each have distinct histories and purposes, neither of which is analogous to the US Congress.
