Bill Introduced
- A member of Congress has an idea for a bill and decides to sponsor it.
- S/he gives it to the clerk of the house in which s/he serves or places it in a box called the hopper.
- The clerk assigns a number to the bill in consecutive order of introduction (H.R. # for House bills or S. # for Senate bills).
- The Government Printing Office (GPO) prints and distributes the bill to each house member.
